Erasmus+ is the EU’s program to support education, training, youth and sport in Europe. The 2021-2027 program places a strong focus on social inclusion, the green and digital transitions, and promoting youth participation in democratic life.
Erasmus+ offers mobility and cooperation opportunities in higher education, vocational education and training, school education (including early childhood education and care), adult education, youth and sport.
2021: First agreement with Liepaja Marine College (Latvia)
The Higher Institute for Maritime Studies (Morocco) has signed an agreement with Liepaja Marine College (Latvia) on 06 December 2021. This agreement is implemented under the Erasmus+ Program Key Action 1 – Mobility from Erasmus+ Program Countries to Partner Countries.
Mobility project in Higher Education – staff exchanges [+]
The project proposes organization and implementation of Erasmus+ staff training and teaching mobilities for administrative and academic staff members between Liepaja Marine College (LMC – Latvia) and the Higher Institute for Maritime Studies (ISEM – Morocco) as an Erasmus+ program Partner.

Project aims: The project is implemented under the Erasmus+ Program Key Action 1 – Mobility from Erasmus+ Program Countries to Partner Countries. The objective of mobility Program is twofold. First, it provides more opportunities to students and staff to have an international experience as well as to acquire forward-looking and other relevant skills worldwide. Second, it enables higher education institutions from Program Countries to establish long-term sustainable international cooperation with partner institutions from Partner Countries.
Mobility placements: Between Liepaja Marine College (LMC) in Latvia and the Higher Institute for Maritime Studies (ISEM) in Morocco:
- 2 outgoing staff teaching mobilities (guest lecturing) ISEM to LMC
- 1 outgoing staff training mobility (job shadowing/experience exchange) ISEM to LMC
- 2 incoming staff teaching mobilities (guest lecturing) LMC to ISEM
- 2 incoming staff training mobilities (job shadowing/experience exchange) LMC to ISEM

This agreement is implemented under the Erasmus+ Programme Key Action 1 – Mobility from Erasmus+ Programme Countries to Partner Countries.

The project proposes organization and implementation of Erasmus+ staff training and teaching/lecturing mobilities for administrative and academic staff members between RTU Liepaja Maritime College (RTU LMC – Latvia) and the Higher Institute for Maritime Studies (ISEM – Morocco) as an Erasmus+ Programme Partner.
It is the second cooperation project in the Erasmus+ programme. The next step project is planned for 2025 – 2027, students and staff mobilities plan to be included.

It is planned to organize Staff Training mobilities on the topics:
(1) Lifelong learning and development courses (Seafarers Training and Certification Centre)
(2) Contribution to the well-being of the institution’s staff and students and focus on the institution’s activities regarding multiculturalism, global responsibility, and sustainable development principles. Both directions correspond to the objectives set out in the Erasmus+ programme Inclusion and Diversity Strategy, in Morocco and Latvia (comparison/analyses).
The two institutions would like to exchange each with Teaching/Lecturing mobilities on topics:
(1) Related to the disciplines of marine navigation and (2) Marine engineering.
